PvXWiki is still semi-usable. You just need to use your brain to see if a build is a troll or not. Checking the talk pages helps as well or if you are incapable of the previous suggestion. Other than that, Guru is still up and running, perhaps other sites work too.

Curse is where the new pvx site is being constructed. It'll still be pvx, just not at wikia.
And gamependium isn't for the same purpose as pvx, it allows fun/funny/stupid builds to exist. It has good/optimized builds to, you just have to look for them. Only major problem is all the "most favorited" builds are just what was popular 3 years ago since back then the site had a lot more activity, so no recent (much better) builds ever have a chance of getting enough favorites to get on the list.

Gamependium's regulars still use it because they're the only ones that can. Their registration no longer works. There's some somewhat interesting builds there that aren't on PvX, but you'd have to do some exploring there.

Even though some builds get Great/Good on pvx it still doesn't mean they are. Both sites offer good starting points but you still need some sort of clue as to what you are looking at.
Be aware, and if you have any questions about builds/bars create a thread here.

One other thing you can do is just use one of the Guild Wars wikia's and preplan your mission/quest and what not. Knowing what enemy skill sets you are going to run into can help you customize a build to beat that area. Sites like PvX exist because of people planning and testing builds on their own and then posting when they are successful.
